I have a 2016 ram 1500 tradesman with a factory tire size of 265/70/17 and want to go larger like a 285/70/17 but I have been told I will rub anyone out there know if this is possible to run with no rub issue? This is a stock setup and plan to keep it like that no lift or level kit

Convert, for now.
Engine
small
That's about an inch taller, could rub, and they are a tad wider.
Be tight.

285/70/17 is a 33" tire. these trucks with stock 20's have 33" tires. height is not an issue. neither is width. some 295's rub, some dont. you should be fine with a 285 tire. the rebel comes from the factory with 285/70/17 on it as well.

But the rebel has a different front end I think where I worry is the inner plastic liner that it may run on

I think you will be fine. I have 275 70 R17, but I'm sure 285's would have fit stock. (I chose 275's because I drive a ton of highway miles)

With no lift:

With Bilsteins set at 2.1:

The Bilsteins ride and drive amazingly. I live off dirt roads and the ride has greatly improved. I went with the 2.1" setting and the truck was immediately aligned after the install and tracks straight down the road. Very happy overall
