Is there a way to make the Turbo whistle louder? Take a ring out or something like that?
What is the best CAI to get for it and will this help with fuel economy. Haven't had a diesel for awhile so just getting back to it and would like to get a little more power out of her without spending a fortune. All advice and input appreciated. Thanks

What kind of mileage are you getting now?? Do you have any mods on the truck now? running any tuning?

No MODs. Getting any where from 12-15 mpg

There's a silencer ring in the turbo, take off the intake elbow and remove the snap ring with a flat head screw driver and you can pull the ring out
The stock intake has baffles in the torque tube

Any intakes really going to do the same thing
S&B are popular
I like my AFE with a dry filter, didn't notice any difference in power, didn't have the truck stock long to know if it did anything for mileage

I appreciate the info, but I am back to being a novice at this, sorry but what is the torque tube and should I even mess with it?

The "torque tube" is in the stock intake
The stock intake consists of the airbox and filter, a 90* elbow, the "torque tube" that is a large baffle and another 90* elbow

Most intakes will replace all of that and increase intake noise
While it's louder in the cab it's not really louder outside of the vehicle, You'll never get the whistle that you hear from a powerstroke out of these trucks

Like they mentioned above a good cold air intake replacement. Banks Power makes a good enclosed air intake, has a good loud intake sound very large filter housing, will make an increase in the whistle sound for the turbo. Banks also provides a super scoop which works like a ram air effect, forcing more air to the turbo increasing turbo whistle. An intake manifold also helps and provides air flow while increasing the turbo for faster spool up, and more turbo whistle. Banks Power has a set up for your 5.9, Monster Ram intake manifold. You can also remove the stock turbo compressor wheel and replace with a wicked wheel. If you install all items mentioned, with 5 inch turbo back exhaust will really spool your turbo, with the sound you want. If thats not loud enough, you'll need a bigger turbo. The more air-flow the better, but with that type of air-flow, works even better with a tuner, module, or down-loader for the proper amount of fuel being burnt.

My 05 is almost ear piercing take the silencer ring out and run your air filter with no enclosure at all. That's what I did and you may consider quitting it back down.
