Exactly. If it was an algorithm with sensors and such and actively monitored the oil, then there would never be a need to reset it when it got low. Because if it looked at the oil, it would automatically go back up to 99% when you put fresh oil in. But we all know that is not the case...

That is not how a algorithm based system works. The algorithm is "predicting" based on the driving habits and vehicle sensors in play are just aiding that prediction and the software algorithm. It is not an active spectrometer measurement of the oil itself. Some European high end vehicle systems use a more active base measuring OLM but is a rarity and not the norm.
For the RAM, one still has to reset the OLM to re-baseline the algorithm and start over when changing the oil.
