turns out my bolt through the top wasn’t installed. Is this still useable safely?

I wouldn't chance it. Did you happen to show the dealer or take pics of it at least? If it wasn't installed properly I would think warranty should pony up for a new one.

For all I know it could be fine, but then again it could fail at the ********* time. Bending metal does funny things to the overall strength of it.

Agree with sow. For the price of a new one, it's not worth the risk. Also agree if it was that way from the factory, I'd see if the dealer could take it up with fca, see if they would assist even if your out of warranty. For something like that, if it came that way, they should! Good luck

Get a class 4 too while you are replacing it.
