I noticed that on my 18 Hemi. I figured it was just an extra layer of filtration but I wasn’t sure why. I don’t have to worry about it no more because I put the Mopar CAI kit on.

I don't think my "hood vents" are actual. I think they are just for looks.????

I don't think it's a filter at all. I think it's for sound deadening and air direction. If the air is allowed to just bounce around in that hollow upper, it will be "loud" and have no direction. That screen can slow and direct the air, making for a more laminar flow and a quieter intake.
A filter that's not meant to be changed? I don't think so. They do a lot of things that seem minuscule, but when you add them all together, they "can" make a significant difference in the overall carbon footprint. Active grille comes to mind. It's basically a dog & pony show for the gov to say "look how concerned we are, we do stupid **** like this to satisfy your incessant desire to restrict us" hahaThat’s kinda what I thought. Although my new Mopar intake is still fairly quiet for the most part, I can’t imagine the stock box being much louder to the point of needing a type of resonator. I think it’s just more of an extra layer of filtration.

I work at a Toyota part supplier factory and we make these filters in another department in the plant. I don’t personally make these filters but I do know they are fererally mandated to have them.
