These 2 need answered first before I can help any. Kinda sounds like the LeD lights you bought might be part of the problem.
Take it to a dealership to have them do a full troubleshooting of the system. Might be a bit expensive though, but this sounds like it could become a safety issue.

I have seen a few lifted 2wd trucks in my area. I think they used the rancho lift system but not sure. I do not suggest going too extreme with a lift on a 2wd, maybe 3 inches should be the max. As far as a body lift goes I do not like the looks of them at all. They k=just look wrong.

Replace the tensioner. It should not be real hard to move if you are using a long breaker bar (even using a 6-8 inch ratchet it should not be very hard). Sounds like the spring has froze up on the tensioner. You will also have to replace the belt again if you see ANY damage on it.
