4wd on wide summer tires, ANY 4wd/awd on a wide summer tire is never going to compete with a 2wd with proper winter tires. Put 4 summer tires on a Subby and 2 winter tires on any pick-up truck, the truck will do better in snow all day long. Fact.
Keep in mind when it comes to towing, tires, and gear ratios, horsepower is fine but it is the transmission that takes the most abuse. Stock gears and larger tires = more strain on every shift the tranny makes. Food for thought.
Winter tires, no weight (all it does it make it harder to stop), and put a set of z-chains under the seat for emergency purposes. If you are partial to Cooper tires, they make a Discoverer M+S tire that is a highly rated winter tire.

It may be as easy as pulling your crankshaft vibration damper (harmonic balancer). They make a sleeve for the part of the balancer that goes into the oil pan that can fix some leaks. Another common leak in that area is the oil pan gasket (which doubles as the lower timing chain cover gasket).

My guess would be the governor pressure solenoid and sensor. Easy to replace but you have to drop the tanny pan again. May as well check band adjustment while you are in there too.

Second the 46re is NOT a crap tranny, it just requires more routine maintenance than other transmissions. If it is a new tranny, get the paperwork and warranty info or call bullshit on it being a new tranny. The hesitation you experience could be many things...
Run a separate relay and power line for each light set, use the parking light wire (with a 2-3amp in-line fuse) as the source. All lights will be actuated by turning on the parking lights without taxing the parking light circuit.
I am not sure where to tap into the buzzer but it is fairly easy to tap into the parking lights (using a separate relay) for the same effect. New lights will only come on when the parking lights are turned on.
If it turns with a wrench at the crank it is not seized. Do a compression test on each cylinder to verify that your rings are still intact. Change the oil pump, and oil and filter. Do a thorough inspection of parts when you have the oil pan down, look for shavings, etc..
