Thats probably true but there are a different set of laws for the civilian and the law. For instance, the tint law, in SC it doesn't apply to cop cars.
To OP, the bigger the Back Space number is the more the tire and rim will sit IN towards the truck, the smaller the number the more it will stick OUT. For example, a "deep dish" rim usually has a small number for Back space. Mine are 4" bs on a 10" rim. Hope this helps.
The above Ideas sound alot better than drilling holes in your truck. I think I would try the 3m tape or even some real strong velcro for that matter since it will be only temporary.
