Is there a reason you are wanting to use that fluid? It seems like you are concerned. Perhaps save that fluid for power steering or elsewhere and just get the actual stuff.
I dont see why you couldnt haul it, we have a 29 foot travel trailer that weights in about 6700 dry, If you keep the weight level right you should tow just fine. Your not going to win any races .
Changing gears isnt going to get you anymore major MPG towing or in daily driving. We tow a trailer similar weight and get around 9mpg.
Diesel will get you better numbers but cost more overall. You can do all the tricks to get more mpg towing but in the end dollar wise a diesel will just do...
Have seen them mounted there before, almost 99% of them are busted or missing.
They will constantly get wet from the tire or rocks.

if you handy you could probably pull it apart and make sure its making contact, or best solution is to replace that whole set of switches couldnt imagine it costing an extreme amount as thats the standard switch for most trucks
