My answer is maybe. It depends on the tow hook you get and the front end you have.
Stealing a pic from Demon-HeMi, you can see the holes for the tow hook mount on each of the bumper brackets of his black truck with the sport front end. I know the standard front end has the same brackets, since I had that on my truck before swapping to the sport front and I reused the standard bumper brackets. The question is if the tow hooks clear the standard bumper. My guess is that they will if you get the tow hooks from a 2500 that had the standard chrome front bumper.

It really comes down to why you want to install a tow hook on the front of your 1500. If it's for a tow point as required by some racing sanctions, then I think it would work fine. You might need to drill a couple holes to get it to mount up securely but I'mm fairly positive it would work. It does mount inline with the frame although it down't actually bolt through the frame, which would be much stronger. But you aren't off roading your truck, so pulling from the front with it should be pretty gentle for the most part.
