What is stuck in the block? The metal tube for the dipstick? or the dipstick itself?

If you cant get a pick in there to pull it out, you'll have to drop the pan and drive it out from below.

I had that on my 6.0 Chevy. I had to cut the tube and use some PB Blaster, then an easy-out to get mine out. I then had to use a long flexible rotary wire brush to clean it out before putting the new one in. There's no way to stop the particles from getting into the crank case, so change your oil right after if you end up having to go that route.

From under the truck I was able to get a screwdriver on the bracket for the retainer bolt on the dipstick. Hit the handle of the screwdriver with a hammer a few times and it came right out. On another one I did a while back we were able to pry on the ridge that acts as a “stop” for the tube going into the block.

Do that and you'll have to pull the pan anyways. Drain bolt is able to be threaded into the pan because there's basically a nut inside thats welded to the bottom of the pan. Part of why you need to be careful not to over-tq a drain bolt. You will NOT be able to fish it out
