FCM issue

Hey, I'm new here and may be posting this in the wrong section so correct me if I'm wrong. I've been having the notorious "lamp out" after replacing the bulbs multiple times, high beams work but low beam on the passenger side keeps going out. I took it to a dealership to figure out what it was and the lady I talked to was talking out of her rear end.

The report said "Tested wiring and found 0v on low beam ckt from integrated power module. Voltage from high beam ckt erratic (3-5v). Recomended replacing IPM and FCM)"

I was wondering if yall could point me in the right direction and help me out. They wanted $1600 to replace both the IPM and FCM. Anyone think there is another way to fix this?
