Loose parking brake cable - rattling around on bumps

My parking brake cable is so loose, that it rattles around on washboard bumps and its LOUD. Does it need to be tightened to remove slack?

Just ran into this problem. If you follow the cable under the truck you will see where it goes into the back of the brakes. There is a lever there on both wheels. One of them them is hanging up. I hit it with a hammer to get it to move back. That took up the slack in the line. Right now you ebrake on one wheel is hanging up.

I have a 2008 ram with 59433 miles on it. The e brake cable is loose and does not hold. Any ideas on how to tighten up the cable without taking the wheels off. I have had the truck a year and never used the e brake. I just found this out this morning when I failed my state inspection. Any help in this matter would be greatly appreciated.

Definitely not hanging at the brakes. I have to push then pedal down to the floor for it to apply... I might just need to adjust the cables.
