Noise in engine area

I started my Dodge Ram and there is a squealing sound under hood, would it be the belt or maybe the tensioner?

Could be either. In really cold weather the belt, which may be old, gets hard and slips past the pulley.

Tensioners get noisy in colder weather too.

Try some silicone lube on the tensioner shaft. Don't spray the belt.
