I have an orange wire in the engine bay, passenger side firewall with a tag that says PTO. It appears to have never been tapped or spliced into. Anyone know if there was any factory option like this?

Just guessing, but if it's factory, it's part of a snow plow prep package for a little electro-hydraulic pump. I'm would think it's a switch lead. And if it's not factory, I still guess the same.

Ah so you could get a plow package from the factory then? I wonder if that's why this 4x4 came without tow hooks?

Tons of the 4x4s came without tow hooks.

IDK if there was a dedicated plow prep package at that time. Years ago (like circa 1G Rams), there was a "Sno Commander" package. I see 4G trucks have a "Snow Chief" package, but it seems to be just better tires, bigger alternator and clearance lights. I've never seen a truck with such a package, so IDK exactly what's included. Actually, I've never seen a truck with a plow. I live so far south, the closest neighboring state is Tamaulipas or Nuevo Leon.

I'd bet given your location, it is something to do with a plow prep package. FWIW, my truck didn't come with hooks, but that's probably because it's an ST.
