Rusted Vac Lines?

Ok so apparently dodge didn't think when they decided to make the Vac lines for my front axle. The lines that run from the CAD tot he frame are rubber just had those replaced in January. But now my 4wd won't engage. Crawled under the truck and the rubber lines go to 2 steel lines that are rusted to beat all hell. Any ideas where these lines go so I can try and replace them with plastic lines??

So how about another puzzle. I was driving the truck today and all of a sudden it started to grind in the front end. I'm like wtf??? Stop I heard clunk. Threw the truck in 4wd and went in flawless. Soooooo Do you think that maybe the CAD was just frozen or do you think the rusted lines have some sort of effect??
