Throttle Body Isolator Gasket

Work progresses on the truck. Dad and I took off the throttle body, as one of the injectors were leaking. We also had bought a rebuild kit and decided to replace all the gaskets. The kit comes with 3 gaskets, and we've discovered where 2 go, but are unsure of the third one. The picture included is of the original isolator and what seems to be a rubber skin that some has raised and we peeled off. Is this where the third gasket goes? Or does this stay on? In short, we know a gasket goes between the two halves of the throttle body and where the isolator joins the manifold, but does one go in between the isolator and the throttle body?
