Trailer brakes

Recently, my trailer brakes started acting up. They would lock as soon as I tapped the brakes.

I removed the brake controller, and it still happens.

As near as I can tell, this does not have a built in controller.

I cut the wire on the trailer, and they don't work, but better yet, do not lock up. (This was expected.)

When this happened, the running lights were not working, but they came on when I hit the brakes (before cut wire). After cutting, the lights work fine again, but I did have to replace the fuse.

This same truck/trailer worked fine before.

Where did you cut the wire, on the truck side or trailer side of the plug?

Sounds to me like there may be a short in the socket on either side, or a wire somewhere along the way. Is it the first time you have towed anything?

i definitely have to ask if you have towed with this, it almost sounds as if you have a tail light and the Brake signal feed wires crossed at the plug
