I think we're all still confused as to what exactly you're asking

you cant fit a 16 inch tire on a 17 inch rim no matter how hard you try. Nor can you mount a 20 inch tire on a 17 inch rim. You are a funny troll.

Here's how you break down tire size:

    Take 285/75/16 for example.
285- width of the contact patch in millimeters, so this tire is 285 millimeters wide.
75- height ratio, the measurement from the contact patch to wheel mounting surface is 75% of the wheel width measurement. So, the sidewall is 0.75x285=213.75 millimeters. So tire height is 213.75 + 213.75 +wheel diameter
16- this is your wheel diameter, whatever your 3rd number is that's the only size wheel this tire will fit on. NO exceptions

    Final tire sizing-
285 millimeters wide (roughly 10.5" wide)
    213.75 + 213.75 +16 (roughly 33" tall)
    16 inch wheel

So, if you want a 17" wheel you need a tire such as 285/70/17 or 265/70/17 etc
