My front plate holder was under the rear seat when I took delivery. I never installed it as Ohio only requires one plate. I filled the holes with plastic plugs.

A good place to start would be replacing, not charging, that battery. After you have eliminated the battery as the culprit and it's still acting up, investigate that TIPM and all associated wiring closer.
