I'd get them powdercoated. You can clean them all you want, but without a coating, the bare aluminum will look dingy all the time.
You'll probably need to machine a groove on the inside to hold the center cap on place. 74mm is pretty common...

Also, a 5 gallon bucket fits under my oil pan without jacking the truck up.
Mine are handy. Just not a fan of the fitment, but they work well. I don't haul much in the bed, unless its a small load, prefer using a gooseneck or bumper pull for larger loads. I carry enough in them that would necessitate a toolbox in the bed without them, ultimately limiting space anyway.
Converters and O2 sensors still intact? Inspection shouldn't be an issue. When safety inspections cease 1/1/25, you'll still have to submit to emissions testing due to your location.
It is possible to replace the plug if you have the room to work. That looks tight to try and punch one in there.
Don't use one of the rubber ones that expand with a bolt. That's easy to install but it won't last.
