mds question cylinder 1 not deactivating

Have 2013 5.7 runs fine until mds activation. cylinder 1 not deactivating. Shut engine off and restart runs fine. Has P1411 code. Changed #1 solenoid same issue. Replaced cam and lifters has around 5,000 miles with new cam.
