A good All Purpose Cleaner and a Steamer should lift the nicotine off the hard surfaces. I doubt you can beat an ozone machine for the soft surfaces, they're detailer's magic.
I am going to talk to the dealer when it goes in next about this. I get in/out of my truck all day long to open/close gates and holy hell is it annoying.
Blasting the darned horn 3x right as I walk by the front of the truck.
I just got my new work truck '22 2500 and it also has partial rear liners.
I don't know why and I absolutely hate it.

I've been chasing a clunk for ages, I randomly grabbed that sucker the other day and wowza was mine loose.
Entirely worth it. I got my company truck with 120k on it, one of the first things I did was new plugs and WOW. I'm about to hit 200k here soon, and I'll replace them soon.
Personally? I would just do the job myself.
