What is this piece called and where does it go?

Was looking at my engine bay today and noticed the piece on the left of the pic. Looks like a harness or modular of some sort with all the wires. Anyways its just sort of hanging there supported by the stiffness of the wires on both sides of it. I see 2 plastic screws are attached to it on the side so I know it had to be actually fastened somewhere before but does anybody know where? I would like to put it back where it belongs. Thanks!

Looks like it can't move far, if at all. Maybe a cover for it is missing?

Mine is the same way, it attaches to the fender but like you said it’s too stiff to put back in place so I just leave it there, when I went around and dielectric greased all my connections, I tried mounting it back but it puts too much stress on the wires so I just left it alone, no harm.

Don't fix it if it ain't broke.
Especially wiring!
