So my 99 has been having this problem where I only get heat, even with the blend knob all the way cold, it’s actually hotter on the cold side, and it is still really hot on the hot side, any guesses?

Sounds like maybe the blend door is broken?

Short cycling is a sure sign of a low charge(leak).I'd deal with that before getting into a blend door issue.

If the compressor is ok, it might be the little plastic piece in the blend door that is cracked. It can be fixed, it's not a huge job. A little tight down there, but I've done it on my '99.
