do the key on key off test, and report back the codes it shows. Could be a sensor bad or bad pcm, had this issue before on my old 2000 5.9l v8 1500. Replaced a bunch of sensors and ended up having to replace the computer. If it does come to the computer, buy one with a lifetime warranty. Mine ended up dying a few years later, and I sold the truck. it is worth the extra $50 believe me.

You have fuel, now do you have spark? Check while you are changing the plugs.

I've had both a crankshaft position sensor and a fuel pump fail on my 1998. Both left me stranded on the side of the road. The crankshaft position sensor is on the passenger side on the rear block.

Just had same problem, same truck. With good advice, it was my cam sensor under the distributor cap. You can go play by play on page 2 under, cranks/no start unless.
