D150 318 having trouble in the cold

Hey everyone, new guy on the forum here. I'm having some trouble with my '89 d150 with a fuel injected 318 LA, was hoping to get some answers here. I've searched around exhaustively and can't find the help i'm looking for. As of right now, once temperatures drop below 15°C (59F), for some reason my truck seems to lose a bunch of power. The truck starts just fine, and generally idles fine until temperatures get below freezing, it then will surge a little bit. The problem is, as soon as I put it in gear, either reverse or drive, there is a noticeable drop in power, and when cold enough it will actually stall. the engine sounds like it's flooding almost, really deep and slow sounding. Once it's on the road, it's got no oomph, almost like there's something pushing back against the truck and keeping it from moving. How much gas i give it doesn't help, it actually seems to get worse when i give it more. Then as soon as i hit the 20-30 km/h (12-19m/h), it picks up and drives along like normal, with some minor surging at cruising speeds. Then when i stop at a light, the engine sounds like it's going to die out again, and had even stalled on a few occassions. My only thoughts are it could possibly be an O2 sensor. I have replaced the distributor cap, spark plug wires and spark plugs. I have a new coolant temp sensor and pcv valve, and have recently cleaned the injectors and top end of the engine, as well as done a coolant flush. Any help or suggestions as to what the issue could be, or any diagnosing advice, would be greatly appreciated.

I have not personally, but i had the truck in a shop because the ignition relay went, and I didn't have time to figure it out myself, they said they had checked the fuel system and there was nothing wrong with it. I might invest in a pressure tester just to make sure though.

have you checked fuel pressure?
Hey crazzywolfie, bought a fuel pressure tester, but like an amateur I'm having a hard time finding the valve on the truck. Was told to check the drivers side of the engine for it and can't see it anywhere. Do you have any info?

you would likely need a inline pressure gauges and it would be easiest to hook it up at the fuel inlet of the TBI system. TBI usually needs about 15psi to operate

Update: had to replace the fuel filter, sucker was dirty as hell, couldn't get the black off my hands for a week. The truck is running great now and everything seems to be in working order, the real test will be this coming winter though when temperatures start to hit 20 below freezing. no problem. as long as you have a good battery it should start. i had to rely on my 89 quiet a bit last winter when my truck with fitech started acting up in the very cold temps.
