What is the best way to slightly lower 2020 2500 without air bags?

What is your goal? Is it too high for your trailer or just too high to get into?

Too high for what? your 5th wheel hitch or just stepping into it? If it's just stepping in to that can be easily solved with some amp drop down steps. If it's a hitch hieght issue that's a lot more complicated.
Be warned, any "lowering" of the truck could affect towing and payload. I would tread lightly there.

thanks that is why Im asking here. Pretty much just getting in it, but also loading the bed, dont really plan to fully load it, or ever a 5h wheel, just want an 8 foot bed, in a normal truck with 6.4L minimum, honestly

There are side steps available that are a bit lower than stock, deployable bed steps and drop hitches to solve the problems that you're having.

I have been thinking of lowering my 2020 Ram 2500 4WD as I will NEVER need the ground clearance for any offroad but use the 4WD for hauling heavy boats up/down ramps and on the highway. Having a lower CG would certainly help for better stability in crosswinds as well as my short 69" tall self getting in.

Since the factory springs are constant rate coils, I have been considering a half-coil cut front & rear with possibly the addition of an adj panhard bar. I already have the AirLift Bags which are simply required for all Ram 2500 in my opinion.

Been looking for this as well.. I'm not cutting, but some progressive 1-2" lower coil in the back like they have for the 1500 would be nice.. Reverse level

I need to lower the side steps on mine as the wife has trouble getting in.
To me it looks like I could just make some rectangular plates out of 1/4 inch plate and rebolt everything.
Thoughts?
