I have the same problem on my 03 2500. Took off all the plastics, and gave it a few gentle knocks and pulled the belt hard then it came loose.. also had off the wires for 10min.. dont know what they are for? Anyway it came stuck again next time it was used.
Could be a problem with your seat belt pre-tensioner. The wires either poster referred to works in conjunction with the tensioning of the seat belt in the event of an accident. There is a little explosive device that will spool the seat belt so that it tightens up and doesn't release and allows you to fly forward in an accident. You can take it apart but my recommendation for maximum safety is just order a new tensioning unit. You don't want to find out in an accident that it's defective.
