Will a new torque converter fill its self after replacing it and trans??

Yes. It's the first thing the pump does once the engine is running.

It just seems like it's not building pressure barley moves

Might not be seated probbaly on the splines

Did you measure the depth of the old one before replacing it and check the new one ?

easy start would be make sure you got right fluid level in there, they hold quite a bit of fluid
