They were trying to change them, then Wolfe got elected. The part that sucks is the only reason we have IM inspections is to get the federal $$$ Pa was forced into it years ago, that's why it isn't uniform.
It should be any OBD2 vehicle should just be using the OBD2 system as that is what the EPA allows.

Yeah, that's like some idiot governor made it so that our new cars have to have and follow Cali emissions instead of federal emissions - but we don't get the extended Cali emission component warranty.

We went "retroactive" to California emissions across Colorado on January 1, 2022, even though there's no emissions testing far from Denver, but it's not just for new cars. I needed a new Catalytic Converter on my 1998 K1500 300K mile pickup soon afterwards which had blown out plugging up the muffler. Approximately 4 times the Federal catalytic converter price to over $1K to replace, but not available. Let's just say that the replacement works fine on my old truck.

Wolfe is an idiot. Glad his term is up but not sure what we get will be any better. He is a Wolfe clone.

But yeah, no idea why they can't change the legislature to use OBD2 like every other vehicle out there?

We have needed them here in PA for probably 20-30 years. There are brand new vehicles that have failed the test.

No, they are most any gas powered car/truck that is registered in certain areas - the areas are deemed by population density.
It is required once a year.
They used to be tailpipe only, but with OBD2 being common most are now just a plug into the OBD2 port, check emission readiness status (there are several parameter tests programmed into the PCM) and if ready run test.

If it fails (or maybe not available) you can get a waiver, but I don't remember if it one time deal or if it can be gotten year after year.

What does a person do if the test fails on a new vehicle? Dealership certainly isn’t taking it back, and manufacture won’t care. Paper weight?

This was back in the day of the tailpipe sniffer. Not sure if it still happens today or how they would get around it but back then they would stick the wand in another cars tailpipe to get it to pass. But the inspections are done prior to taking delivery so it's not on the buyer to 'fix it' at that point.

I would think the dealer and manufacturer would both be highly responsible if they sold a new vehicle in a state and it failed the required emissions test.
In the state I live in they started emissions testing in a lot of the more urban counties back in the mid-90's but it's pretty rare nowadays. Less than 10% of the counties require it now, vehicles older than '96 are exempt, and tailpipe "sniffers" are no longer required.

In California, they plug in the OBD2 port & while the machine is running the series of tests
The mechanic opens the hood & does a VISUAL Inspection
sometimes they use a mirror on a pole to look underneath

I watched a vehicle that was smoking bad, the mechanic said it passed because it was old, i think he meant that the vehicle would cost way too much to repair, so it was given a Waiver.

Just in PA this morning thinking of moving there. Well that answers that. Not moving to PA.
The emission test is only required in a few areas and other than this wrinkle isn't even an issue.

What's strange is a new truck has to have state and I/M stickers on it if the owner lives in a required area - so dealers are dealing with this somehow as they are selling new HD trucks.

But if you don't want to deal with it, just move to an area that doesn't require one as most areas do not require it.

Yep. My area doesn't require it but 2 miles away does require it. In fact, my area is the only one around I'm aware of that doesn't need it. I'm about 40 miles north of Pittsburgh but I'm about 2 miles from the county line and over there it is required. It's not a county thing though. My daughter lives in the same county but farther north (and different zip code) and she is required to have it. I think it goes by zip code. My son lives about 8 miles south of me and needs it but he is in a different county and zip code.

You and your daughter are both in Butler county and she needs it and you don't?

no. both in Lawrence county (Ellwood City). She needs (Neshannock) it and I don't. My son is in Beaver County (North Sewickley) and needs it
