Is there a company that makes a bolt in plate to cover cat converter to make harder to steal...

That is of ZERO help to someone who lives where diesel emissions testing is required. :(
Honestly just be smart. Cut the cats put two high flow cats in where the factory resonators are so you're still "legal" and the theives won't be smart enough to know they're in the back. Lots of the modded euro cars are running rear cats just to pass emissions and then yank them off again and throw the boom pipe back on.

I have looked, nothing that prevents it, mostly just slows them down but could be the difference between your truck and an easier one next to it.

Having your VIN etched in can help make it more difficult to get a recycler to accept it. I looked at welding a thick plate over the section of frame where the cat is, but wasn't sure how that would work. For devices, the best I have seen for delaying removal were ones with heavy cables inside a tube that goes over the unit. All the movement makes it hard to keep the blade on task. Good luck.

Not much you can do when the thieves have a trolley jack, a battery powered saws-all & an impact wrench.

Sure installing a cover plate may make them go on to another vehicle, or at least slow them down

California seems to be saying that you should etch or other wise mark the converters & use a cover plate.
They finally have written rules that say that if you have a converter, you must have it in writing the vehicle VIN, the owners name, number, etc.

so i guess the crooks will have to cut up the converter & remove the precious metals themselves, that should help slow thefts down a bit.
