Just like bath fans. The odds of you breaking it are extremely high. Hit it with some simple green or something just the way it is. That discoloration is not reducing air flow, but since you have it out...

Pretty sure that rusteed looking thing is an aluminum cap. pry that off and teh yellow prt comes out, then the fan itself.

HOWEVEr, odds you can re-ude tht cap are zero. so will probably need anew one.

That little bit of gunk you wish so much to remove, will be right back, in less than a year or two.
Simple matter of summer high humidty and dirt raods or farmers plowing, sending up solil into teh air.

but, if you truly wish to clean it. by all means, go ahead.

like Holding hands acrosss America, Million Man March or other goofy stuff that folks do, which serves no purpose or actually achieves, anything,, it will make you feel better.

I pulled on it for a while until it slid off... I cleaned the fan and sprayed PB Blaster into the motor and let it sit upside down and drain out. After letting everything sit in the sun for an hour, I reassembled everything and the fan noise is gone.

On the plus side, my truck now smells like PB Blaster, no need for an air freshener!

I'd have gone with Marvel Mystery Oil. I prefer the smell of that to PB Blaster. And it reminds me of my childhood, when I would use MMO to lubricate my slot cars :)
