starter problems

Just finished rebuilding my 5.7 hemi in my 2010 1500 truck. Got it all ready to start and I get a click and the starter gear engages, but nothing else. The battery tests good under load and the starter seemed to work find on a bench test. Tried a new starter and same problem. I pulled the inspection cover/bracket and noticed that the starter gear isn't disengaging. The motor turns over by hand. It's tight, but not excessive. I've got 14 volts to the starter. Not sure what to do here. I'm stumped.

I found that the engine ground on the back of the block was broken where it connects to the body, so I ran a wire directly to the negative on the battery, but still no dice. I'm gonna replace it and pull the plugs to see if I can at least get the motor to turn over.
