Spitballing, So Chrysler uconnect head units have built in aircards they use for telematics, remote updates, remote unlock, in car WiFi, and 911 access.
Some features are subscription like WiFi , unlock and remote location lookup, however the telematics and remote updates are always on because the manufacturer wants them.
This says to me that the cell modem itself always has an active subscription. ]
