This may be better as the 4th gen 1500/2500+ along with the 5th gen 2500+ share practically the same sheet metal (cab back).

I completely understand where your coming from but the lowest mileage Ram 1500 R/T 2013 for sale in the country that I could find as of 04/23/2021 is in California with almost 9,000 miles and its priced at $34,995. So your fathers R/T is at least worth that being the last year of the 6 speed R/T...
First off, sorry for the loss of your father. Second off I must say this is honestly a collectors item. Personally I'd ask no less than $35,000 to $40,000. But it may take a little while longer to find a buyer, but again this is pretty much a museum piece.
The accurate mileage is recorded by the ECM and only that will show the proper mileage. Due to the fact you have to have the cluster reprogramed when you swap them out if you want it to read correctly.
Mopar.com advertises them for $1076.40 each (part number 6MR60RXFAA). But either way they're $1k each or better yet save up to have them possibly sand blasted and powder coated. Unless you just want new wheels or want to get the $300 each replica wheel.

I'd say the computer is not properly recognizing the led (unless there is a short). Or it could be a 3rd break lamp out (saw a post about the passenger lamp out, but it mention nothing about a fast blink)
Edit: Based on my research its more than likely may be a bad connection

Personally I just use WD-40. But on a car I was trying to sell I used petroleum jelly, only issue may be dirt and dust get stuck in the jelly working like an abrasive, but as long as you do it very lightly it shouldn't cause any issues.
