Stock Fender Flare coverage
Billy Goat you are absolutely right. The flares are not there to stop the mud or rocks. They would need to be closer to the ground to do that. Low Profile / Short Mud Flaps
We found that if the mud flaps are more than 10" off the ground you are not going to protect your truck from mud or rocks. -

Which Fender Flares Should I Buy for my '15 Ram Express?
I thought IL required mud flaps that cover the entire tire, not just flares. The flares do not stop any rocks coming off the tire at the road. Check that out before you spend the money on the splash guards. DuraFlap custom makes the full size mud flaps to cover your offset wheels. You just... -

Do take a look at the DuraFlap mud flaps. They do the job and do not require any drilling into your truck for installation. They have custom artwork as well if you want to dress your truck up. Or just leave them black without the stainless steel weights. They are not necessary.- DuraFlap
