Why don't you run a temp ground from the dim headlight to the battery negative post just to make sure its the ground. Also what your voltage at the headlight with it plugged in to the headlight and on? Does it stay at 14 volts?

Solenoid noise is usually caused by low voltage more correctly low amperage. It can make them hum or chatter.
If they are open or shorted out they Normally don't make noise. Bad ground can also caused the low amperage problems.
Could the fan be on backwards? it's fairly easy for it to happen. It will still move air just not enough, and once you're up to speed your speed will push the air through.
