Ok Joshua you brought up several things do you work at a Ford dealership they have a scan tool.You also said you had a manifold leak that maybe your problem.JB weld just might work.You do have a vacume hose down under at the evap to the tank.Like I have said I hope I can help you.

Get you a evap smoker you can make them or buy one off ebay around a hundred dollars.If you have a vacume leak you will see the smoke.I got me one my 4.7 had me puzzled and I checked no leaks.with it .I hope this will help.

Seafoam isn't gonna find a vacume leak just smoke like crazy.Smoke evap will find a leak .There is several way to find a vacume leak but like you had said seafoam will work as exaust leak look like you are spraying for mosquitoes.
Get yourself a evap smoker and hook it to your vacume line on your break booster you that smoke ain't going to lie.Also when you first start your truck in the morning to warm it up crawl under if you have a exaust leak you will see it.I hope thos helps.
Your truck doesn't have a regulator like the old days it is controlled by your computer.Also if you have any doubt if you know someone who rebuild starters and alternators they could tell a little more about your plug and might be able to change things out to make it work.
