    Intake and exhaust

I have a 2017 Ram 1500 I am new to Mopar. I have always been told that if you put a CAI on a vehicle and dont do anything with exhaust the gains aren't noticeable. Was told if you open up air intake you should open up exhaust. Is this true? Any information would be greatly appreciated.
