How high of psi should i be getting and where can i get a compression tester, and should i worry with a leak down tester or only if I have lower than expected compression?

Pulled my injectors to see what size they were because egt’s are a little high and stock fuel pump couldn’t keep up. They are Bosch injectors F1244-4-5186
I am only getting 3.6 volts for my sensors such as fuel rail, cam shaft, crank shaft, etc. the grounds for the sensors seem to be okay so either the ecm is bad or what else could cause low voltage but not loose all of it.
I will try to test voltage at some of the sensors this afternoon, would a shorted sensor reset or anything for a couple weeks to months at a time before returning with problems again?
No major repairs I unplugged and emissions related computer on the passenger side of the frame and it seemed to fix it and then a couple weeks later it started right back up and this time included saying the ccv filter was plugged which I just changed maybe 15,000 or so ago

2003 ram 3500 i get no boost even under wot turbo has the slightest play in it but I can hear the turbo whistling nice and loud while driving and i can easily get the egt’s past 1250 but I keep an eye on it but seems like lots of power otherwise

I was having issues with my truck overcharging on my 2003 ram 3500 5.9 cummins and i put a new external voltage regulator on and now its charging at 14.2 but the problem that did not get fixed is the battery gauge will just occasionally drop to 0 ( did it before I changed the regulator as well)...
The new regulator fixed the over charging and the battery gauge on the cluster works about half the time and the other half its on zero any suggestions? Is there a sensor somewhere for the battery voltage
I figured it was indeed a regulator and i rewired it and added a ground between the alternator and the regulator but no change so I ordered a new regulator and im waiting on it
