Won't shift into 3rd gear

Slow shift from 1 to 2 when cold
I have seen multiple posts on this issue but not seen anything definitive whether "its just the way they are" or a failure of some sort. as luck would have it..
so i just got some tires to replace my worn ones, and wouldnt you guess it the person who was changin my tires around sheared off the nut so its almost flush with the wheel so it cant grab onto anything anymore.. any ideas that wont cause any damage to the wheel, and minimal/no damage to other... -
