Some of our dodges use a security key. the actual ignition key is an RFID chip. it is easily identified by the grey plastic. non security vehicles use a black key.
Noid light is a tool for testing injector signals. it is quite literally a 12 volt light that fits directly into the inector plug. You can get away with not having one, if you have a friend who can turn the key to the start position, you can usually feel an injector clicking when it gets a pulse during cranking, some people even use mechanics stethoscopes.
as far as a scanner goes, you have to do some homework to find out if the tool supports fuel sync on dodge vehicles. I have always had my snap on scanners and they have always supported it. But from some quick searching the higher end autel scanners support it.
sadly since 1996 it's near impossible to do most repairs without a proper scanner to reset adaptives, security systems, and do cam/crank correlation or fuel sync.
