318 Won't Idle

I've got a 1977 318 in my 87 w150, it's got an A-Team HEI distributor and a new "Carter" 2 barrel.(Chinese reproduction) The truck runs good but I just can't get it to stay idling all the time. One thing I noticed is that it will idle when the truck is pointing uphill but not on flat or downhill. I'm guessing something is up with the carb but any input would be appreciated, thanks!

I'm just giving you an idea, I went through this for a long time (several weeks) with a friend of mines '39 Packard. He bought a new (rebuilt) carburetors and I worked on it not wanting to believe anything was wrong with the carburetor. After doing everything I knew I decided I had no other choice I told him I would have to go into the carburetor, letting him know it would void the warranty (this was a $700 rebuild) Found the float was set to low, adjusted it and now it runs great. That happens to me a lot assuming the "professionals" know what they are doing! Just a suggestion on what I found. Just wanted to add the engine would quit every time we came to a stop unless it was uphill.

agree with 2012ram1500rt, I was going to say, sounds like a float problem.
