DISCLAIMER: I am not a coder, developer, software guru, electrical engineer, etc. but I did sleep at a Holiday Inn Express once!
With that said, all vehicle/electrical mods are at your own risk. Now have fun!
First I want to thank @Jimmy07 , @djcwardog, @Projekt, @JINXR , Todd V and many others for their initial work which I will quote/reference below when possible:
Also Ref: 5th Gen Foglights on a Tradesman (2500)?

** Please note, this will only cover the Electrical bits and Sales Code/AlfaOBD programming. If you need the actual lighting hardware, brackets, bumper, etc., I will reference what I can but you will have to identify that for your truck unless someone wants to summarize the 1500/2500 hardware **
" Adding the fogs to a 5th Gen 2019 2500/3500HD or 5th Gen 1500 DT is different than the previous years...
All 2019 trucks already have the correct bumper - just need to remove the solid bezels and install the fog bezels, brackets, and lights... You still need the correct headlight switch, and a way to enable them."
The jumper harness is no longer plugged into a connector that comes from the front end connector under the fuse box. It’s now plugged into a connector by the driver side wheel well that carries the front park assist and fog light circuits (mpg edit: usually not there & factory 1500's use a completely different brand AND pin qty connector than 2500/3500) ... From there, the fog light wires go straight to the BCM, and the park assist wires go straight to the park assist module.
I’m not sure if that connector would always be there to plug the jumper harness into. I would guess that if the truck has the rear park assist feature, it should be there.
Mpg2 EDIT: The connector is usually not there and the wiring back to the BCM is missing.
