If you are infact properly serviced and the compressor doesn't engaged all the time check your pressure switch . If the pressure switch is good check the compressors power & ground ... likely a poor ground .

Ok what was the pressure with the compressor/ac off. What was the pressure when the compressor engaged? Did the pressure drop when the compressor engaged? How low did it drop when the compressor engaged?

Ok if the compressor is leaking it usually means the ac system is contaminated with air. Which means the compressor and the Ac dryer will have to be changed. If the compressor has generated metal the AC system will have to be flushed with a cleaner solvent, the fixed orifice or expansion valve will need to be changed ( not sure which one you have on a 99 most likely an orifice) then the system will have to be vacuumed to 28 Inches. See if it holds the vacuum- wait at least 30 minutes with ac gauges on to see if the vacuum does- if it holds then you can start charging it with Freon. But as you can see it requires special tools. Ya gotta start somewhere.Ya forgot to ask one of the most important questions - ambient air temp. Both high and low side pressures are referenced to ambient air temp - at 95* both pressures roughly double the correct pressures for 65*.
