So my truck is JUST starting to show signs of paint bubbling above the rear fenders. I'd there anything I can do to slow or stop the rust from rotting my fenders out?

Should I throw fender flares on and forget the problem even exists?

bedliner would help slow it. fender flares would hide it. or you could get some metal work done to stop it.

You won't stop it unless you replace that areas sheet metal, its between the two parts. I would remove the wheel well liner wash out the wheel well, spray it down with fluid film. Fender flares are an opt but level it and the rust will spread more.

I have the exact same problem, on both back wheel wells. I've heard that can of whatever that turns rust to another metal works well? Any experience with it?

I have mixed feelings with Por-15, it has not held up good at all on my diff's and other parts. The only rust converter that I have liked was a product made by Loctite, don't remember whats its called but it was damn expensive for a little bottle.
