Bumper filler

My 2008 Ram ST is missing the lower front bumper filler . Does it snap on or does it bolt on ? Yea I know the license plate bracket is upside down . I'm going to fix that . I plan on eventually replacing the front and rear bumpers . It's a work in progress . Thanks

Push pins (item #8) on the inside of the bumper. Filler piece is item #3.

Appears the push pins go through the upper bumper cover as well .
