What is the actual purpose of these and do they actually work? Don't they also defeat the purpose of wanting your truck to at least have the appearance of looking higher as I'm thinking of removing mine...

Let's see pictures of your truck. Whether or not they are functional... I think they add some flare. To maybe help in your removal decision, let's see your truck.

They reduce the air “under” the vehicle to gain a couple precious MPG’s on the window sticker ... I’ve seen a few removed from chrome bumpers, and they look good ... Not sure I’d pull it off of a Sport/Express bumper ... It would definitely look like it’s “missing”

In my opinion, that is more of an air flow diverter. It works too help circulate air into the engine bay. Aiding in cooling and removing gases / fumes from that area. Removing it, while initially probably won't cause an issue. I'd suggest leaving it, but other smart people might have more insight.

Also, it helps the bottom of the truck. Pulling up to a object, you'd hear that scrap before damage to the truck.

Bowers covered it above, but it directs the air flowing off to the side, and away from under the truck so it doesn't make as much contact with the under side of the truck. If you remove it,all the crossmembers are now directly in the path of the air flowing under the truck, especially the big front crossmember. The air when it hits it, creates a bunch of air turblance under the truck, cutting down on gas milege

Ive been wanting to do this for mpg, but thinking of going with a ghetto mod and use garden edging.

I want something flexible and goes way lower than stock like f150s have.
