cluster lights stay on with key out, won't start

My 99 would not crank the other morning as if the battery was dead. I charged the battery and then noticed the cluster lights were on with the key out. The truck still won't start and the cluster lights won't go out unless the battery is disconnected. I don't know where to begin. I can hear the starter relay "click". I thought about neutral safety sensor but don't why the cluster lights would stay on. I recently replaced the ignition switch fixing another issue so I put the old one back in and get the same results. Any ideas?

Thanks, I have tried to jump it off without success. If the battery was bad wouldn't I still be able to jump it off?
